  • The Bureau of Land Management offered Tallgrass Energy a right-of-way grant to access 480 acres of federally managed underground pore space in Laramie County, Wyoming.
  • The grant allows permanent subsurface CO2 storage following final Class VI injection well approvals from the Wyoming Department of Environmental Quality.
  • The project utilizes federal pore space without requiring surface infrastructure on BLM-managed public lands.

The Bureau of Land Management (BLM) has offered Tallgrass Energy a right-of-way grant for its Southeast Wyoming Carbon Dioxide Sequestration Project in Laramie County, advancing the commercial use of federally managed underground pore space.

The right-of-way grant authorizes Tallgrass to utilize approximately 480 acres of federal pore space for permanent CO2 storage once final state authorizations are secured. The Wyoming Department of Environmental Quality is responsible for permitting and regulating the Class VI injection wells required for operation.

The announcement marks the primary regulatory follow-up to the BLM’s April 2025 decision record approving the project, which completed an environmental assessment under the National Environmental Policy Act (NEPA).

The initial project design relies entirely on subsurface federal pore space, avoiding the need for surface infrastructure on public lands managed by the agency.

Expanding Commercial CCS Infrastructure Across Federal Lands

The grant highlights the federal government’s expanding framework for monetizing public subsurface assets to support regional carbon capture and storage (CCS) developments.

“This milestone shows how the responsible management of federal resources can support infrastructure development while ensuring that projects advance through the appropriate regulatory processes,” said Andrew Kauppila, BLM Rawlins field manager.

“The project puts federal lands to productive use while promoting investment and economic growth in Wyoming.”

The Laramie County hub positions Tallgrass to offer permanent sequestration services to industrial emitters and regional point-source carbon producers looking to connect into Wyoming’s growing carbon pipeline network.
