The Voluntary Carbon Markets Integrity Initiative (VCMI) has launched a request for proposals for an independent evaluation of its Access Strategies Program, including the VCM Access Strategy Toolkit.
This assessment will analyze the program’s impact since its inception, providing unbiased and rigorous insights to inform its next phase.
It will be conducted with a focus on transparency and accessibility, ensuring that findings contribute meaningfully to the program’s future development.
Detailed requirements and scope of work are outlined in Section 2 of the request for proposals. The call is open until March 5, and only electronic submissions will be accepted.
Proposals will be evaluated based on the applicant’s expertise, proposal quality and detail, cost-effectiveness, and demonstrated ability to deliver a high-quality analysis on time.

The Access Strategies Program by VCMI provides comprehensive technical assistance to help policymakers leverage voluntary carbon markets (VCMs) within the Paris Agreement framework.
In its first phase (June 2021–November 2022), delivered with Climate Focus and United Nations Development Programme (UNDP), Access Strategies supported host countries in integrating high-integrity VCMs into national climate and economic strategies.
This included guidance on directing VCM investments toward mitigation efforts and aligning them with existing financial instruments.
The program’s first output, informed by feedback from the initial phase, is the VCM Access Strategy Toolkit, which is included in the scope of the evaluation.
