The UK government has launched a consultation to implement the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), a global initiative overseen by the United Nations’ International Civil Aviation Organization (ICAO).

The consultation, which was announced on Monday and closes on February 10, 2025, invites public input on the scheme’s adoption and regulation within the UK.

Aviation accounts for approximately 3% of global emissions, and CORSIA requires airlines to offset carbon emissions on international routes by supporting projects like renewable energy installations and reforestation.

The UK’s proposed implementation outlines regulatory measures, compliance penalties, and steps to align CORSIA with the UK Emissions Trading Scheme (ETS).

To avoid double penalties for airlines under both CORSIA and the UK ETS, the consultation suggests safeguards for flights between the UK and Europe, ensuring fair treatment and cost-effectiveness.

Aviation Minister Mike Kane emphasized the UK’s leadership in addressing climate change, stating: “The government is committed to supporting the aviation industry and with our Plan for Change at the heart, we’re helping the UK transition to a cleaner future in the most cost-effective way.”

The UK is among 129 countries participating in CORSIA and has also supported other nations, training 11 countries in Africa and other regions to adopt the scheme.

The initiative was welcomed by industry leaders, the UK government said in its statement on Monday.

Tim Alderslade, Chief Executive of Airlines UK, highlighted the industry’s commitment to net zero, while Marie Owens Thomsen of IATA called the consultation a vital step for sustainability in the aviation sector.

The initiative aligns with the government’s broader Plan for Change, aiming to decarbonize aviation, strengthen the economy, and position the UK as a clean energy superpower.

It follows the inaugural meeting of the Jet Zero Taskforce, further advancing efforts to achieve a sustainable and innovative future for aviation.
