Global testing, inspection, and certification (TIC) provider TÜV SÜD has launched its new Global Decarbonisation Centre of Excellence (CoE) in Singapore to advance carbon market integrity and digital verification systems.

Supported by the Singapore Economic Development Board (EDB), the CoE represents a total investment exceeding $24 million.

The facility is designed to build an end-to-end digital Monitoring, Reporting, and Verification (dMRV) ecosystem, converting regional emissions data into audit-ready carbon metrics.

The launch coincides with the 20th anniversary of TÜV SÜD PSB’s operations in Singapore, expanding the organization’s capability to support corporate decarbonization and government climate goals across Southeast Asia.

TÜV SÜD AG Chief Operating Officer Ishan Palit stated that establishing independent assurance and digital MRV infrastructure in Singapore will help translate Southeast Asia’s long-term climate targets into transparent, measurable outcomes.

Digital Infrastructure Targets Article 6 Alignment And ASEAN Carbon Opportunities

While carbon markets across the ASEAN region are projected to generate up to $3 trillion in cumulative economic opportunity by 2050, market expansion continues to face obstacles from fragmented regulatory frameworks and inconsistent verification standards.

The new Centre of Excellence addresses these barriers by focusing on five core operational pillars:

  • Article 6 Implementation: Supporting international carbon market regulations and cross-border emission transfer mechanisms under the Paris Agreement.
  • Digital Carbon Assurance: Deploying dMRV tools to streamline project validation and carbon credit issuance.
  • Energy Transition & Alternative Fuels: Evaluating technological pathways for regional energy security and low-carbon fuels.
  • Supply Chain Integrity: Verifying decarbonization claims for complex industrial supply chains.
  • Capacity Building: Developing technical training programs for regional governments and corporate leaders.

Additionally, the CoE will create technical methodologies for nature-based solutions and blue economy initiatives, helping narrow an estimated $2.1 trillion financing gap facing regional marine and coastal ecosystems through 2030.

EDB Chairman Png Cheong Boon noted that the investment strengthens Singapore’s position as a regional carbon services and trading hub while building specialized local workforce capabilities in digital sustainability auditing.
