Ramboll, Ecologic, CE Delft, And Climate & Company Commissioned By EU Commission’s DG CLIMA To Create Overview Of European Permanent Carbon Removal Sectors And Funding Measures

Ramboll and Ecologic Institute, supported by CE Delft, and Climate & Company have been commissioned by the EU Commission’s Directorate-General for Climate Action (DG CLIMA) to create an overview of the European permanent carbon removal sectors and funding measures in the EU.

The 2024 Commission Communications on Industrial Carbon Management and on the 2040 Climate Target called for an assessment of how best to provide incentives for permanent carbon removals in existing EU legislation or through new dedicated instruments.

This questionnaire aims to identify opportunities and challenges for EU funding of permanent carbon removal technologies, as well as to understand the experience of actors from the carbon removal sector with private and EU funding tools. The data provided in this survey will inform DG CLIMA’s work on providing early-stage support for activities with the potential to generate permanent removals.

As a second step, this project will also look at options for scaling up permanent removals certified under the CRCF through private and public financing by creating demand, notably the possibility of setting up an EU purchasing programme.

Permanent carbon removal in the scope of this study refers to human activities that capture CO2 from the atmosphere and store it in geological formations, reactive minerals, or in long-lasting products. (This classification does not prejudge any decisions taken by the EU Commission and EU policymakers in the context of the CRCF regulation.)

Examples include:

• Direct air carbon capture and storage (DACCS)

• Biomass-based methods with carbon capture and storage (BioCCS)

• Biochar

• Enhanced weathering

• Carbon mineralisation

• Ocean-based approaches (e.g., Direct Ocean Capture, Ocean Alkalinity Enhancement)

The survey is open until the 22nd November and you can fill it out here.
