The North Sea Transition Authority (NSTA) has released three new sets of guidance documents designed to help carbon storage licensees save valuable time and administrative resources while navigating regulatory approvals.

Published on July 16, 2026, the documents focus on ensuring the safe, transparent, and effective delivery of carbon capture and storage (CCS) projects across the UK Continental Shelf.

By outlining the regulator’s exact expectations, the guidelines are meant to establish a highly consistent approach to project delivery across the industry.

Specifically, the new paperwork clarifies the required scope and content for three essential plans that developers must submit under any Carbon Dioxide Storage Permit:

  • Storage Site Management Plans (SSMPs)
  • Commissioning Plans
  • Metering & Measurement Plans

Cutting Red Tape to Reach First Injection

These publications are the latest additions to a growing suite of operational toolkits designed by the NSTA. To ensure the guidance is both practical and aligned with commercial realities, the regulator worked closely with industry players to road-test the requirements during their early development stages.

By establishing a clear, standardized framework from the outset, the NSTA hopes to remove common regulatory bottlenecks, giving operators a smoother, more efficient pathway to safely reaching their first carbon dioxide injection.
