New York Selects Xpansiv To Build Next-Generation GHG Reporting Platform - Carbon Herald

The State of New York has chosen Xpansiv, a global leader in environmental market infrastructure, to develop and operate its new greenhouse gas (GHG) emissions reporting system – a key step in advancing the state’s ambitious climate goals.

The project, jointly managed by the New York State Energy Research and Development Authority (NYSERDA) and the Department of Environmental Conservation (DEC), will establish a centralized digital registry that tracks and verifies emissions data across multiple sectors.

The initiative supports New York’s Climate Leadership and Community Protection Act, one of the most aggressive decarbonization policies in the United States.

Xpansiv’s registry technology will serve as the backbone of the new reporting system, ensuring that data collected from regulated entities is accurate, transparent, and fully traceable.

The system will integrate with the state’s upcoming Mandatory GHG Reporting Rule, currently under regulatory review following a public consultation process.

Driving Transparency and Accountability in Climate Data

The deployment of Xpansiv’s platform signals a broader shift toward data-driven climate governance, where technology plays a central role in monitoring progress and enforcing accountability.

The registry will allow regulators, companies, and the public to track emissions in real time and confirm compliance with state climate targets.

“With this deployment, we’re demonstrating how registry technology can meet the increasing demand for transparency and accountability in emissions reporting,” said Katie Doyle, Senior Vice President, Registries, Xpansiv. “It’s a solution that other states can adopt—especially as federal support fluctuates—providing consistent, reliable tracking across sectors like agriculture and power.”

Doyle added that New York’s move sets “a national precedent by introducing a comprehensive, tech-enabled emissions reporting platform,” noting that the platform’s capabilities extend beyond reporting; it can also underpin carbon accounting, energy tracking, and other environmental data systems.

By embedding transparency into emissions monitoring, New York’s partnership with Xpansiv demonstrates how digital innovation and policy leadership can align to accelerate the clean energy transition.
