A consortium of technology and sustainability firms has announced a joint venture designed to help countries build the digital backbone needed to manage and scale internationally transferred mitigation outcomes (ITMOs) under Article 6 of the Paris Agreement.
Aleria, sovereign AI and data specialist, and Tawasal, a UAE-based Super App platform, have teamed up with Xange.com, an environmental intelligence software provider, to support a pipeline of more than $100 billion in forest and nature-based ITMOs.
The venture will assist governments in developing national registries, market rails and digital monitoring, reporting and verification (dMRV) systems aligned with Paris Agreement requirements.
The infrastructure aims to make compliance with Article 6 cooperative approaches more robust by enabling efficient tracking and transfer of mitigation outcomes domestically and internationally.
Key components include dMRV tools that help countries capture verified mitigation data and detect environmental hazards, a Global Environmental Market Infrastructure Solution (GEMIS) for policy-aligned project management, and an ITMO registry and settlement platform hosted on a digital system provided by a Chicago-based custodian bank.

The venture also links sovereign AI data capacities to millions of users through Tawasal’s platform, with payment technologies from Gnosis and Noxxo.
“Article 6 requires governments to operate credible registries, data systems, and settlement processes under national authority,” said Eric Leandri, CEO of Aleria and Tawasal, describing the venture’s focus on delivering compliant accounting and transfer infrastructure.
The partnership is expected to extend Xange.com’s reach to governments and enterprises in Africa, the Middle East, South America and Asia—regions seen as pivotal to fulfilling global climate change mitigation commitments under the Paris framework.
According to Xange.com’s chief executive Esteban van Goor, the venture has identified and earmarked a long-term pipeline exceeding $100 billion in Paris-aligned outcomes across forestry and nature-based programs, positioning the collaboration as a potentially transformative force in international carbon market infrastructure.
