Business lobbying group International Chamber of Commerce (ICC) and newly established coalition Carbon Measures on Monday launched a Technical Expert Panel on Carbon Accounting to build a standardized global framework for measuring and reporting carbon emissions.

The panel — featuring academics, accountants, industry voices and civil society representatives — is co-chaired by Amy Brachio, CEO of Carbon Measures, and Karthik Ramanna, professor of business and public policy at the University of Oxford.

Its knowledge partner will be S&P Global Commodity Insights, which will provide data, analytics and infrastructure for the initiative.

The group’s objective is to create a ledger-based carbon accounting system modeled on financial accounting principles.

It aims for company- and product-level transparency, accurate attribution, and prevention of double-counting across supply chains.

“This panel will bring together experts from around the world … to develop the principles and implementation pathways to make a global carbon accounting framework a reality,” Brachio said.

The group will map existing accounting approaches, define guiding principles, build product-level adoption road-maps, and recommend governance standards, attestation rules and enforcement mechanisms.

The move comes amid mounting demand for credible carbon data regimes.

With emissions reporting under ever-closer scrutiny, the new panel is seen as a push to align corporate climate disclosure, supply chain tracing and standard setting.
