A new Singapore-based buyers’ coalition has been launched with the aim of pooling corporate demand for high-integrity carbon credits and channeling financing into early-stage climate projects across Asia, as voluntary carbon markets struggle to regain credibility following years of scrutiny over offset quality and greenwashing risk.

The Action for a Resilient Climate Coalition, or ARC, was launched at the GenZero Climate Summit 2026, taking place in Singapore this week.

Members include Tencent, Mitsubishi Corporation, CATL, Osaka Gas, Vale, and Rubicon Carbon, alongside WWF Singapore and government body Enterprise Singapore.

The coalition’s central goal is to aggregate demand for credits tied to projects with stronger environmental and social safeguards, then use that pooled demand to unlock financing for projects that struggle to attract early-stage capital—particularly those focused on emissions reductions, removals, and nature restoration in Asia.

“A lack of demand commitment for carbon credits generated from high-quality decarbonization projects is holding back investments into these carbon projects,” Frederick Teo, CEO of GenZero, backed by Singapore’s state-owned investment firm Temasek, was quoted as saying at the launch event.

ARC has set a target of procuring at least 10 million tonnes of carbon credits by 2030. It also plans to establish a blended finance facility, developed with financing partners including Rubicon Carbon, to support projects that have not yet secured the revenues needed to move forward.

The coalition will align procurement standards with international frameworks including those developed by the Integrity Council for the Voluntary Carbon Market (ICVCM), while also signaling flexibility to support promising projects that may not yet meet all mainstream market benchmarks.

Global carbon credit retirements have declined in recent years as companies grew cautious over greenwashing risks, particularly around nature-based offset projects.

ARC also announced a partnership with the Symbiosis Coalition, a buyers’ group focused on high-quality nature-based carbon removals, to share due diligence and quality assessment practices.

Singapore, which has positioned itself as a regional carbon services hub through initiatives such as Climate Impact X and its Article 6 bilateral agreements, is host to a growing cluster of such market-building initiatives.
