DNV has been selected to act as Independent Certifier for the Northern Endurance Partnership (NEP), a key carbon transport and storage initiative supporting the UK’s East Coast Cluster. The appointment, endorsed by energy regulator Ofgem, tasks the assurance provider with confirming that the project meets the conditions outlined in its carbon dioxide transport and storage license issued by the UK government.

The NEP system is designed to move captured emissions from industrial facilities in Teesside to permanent storage sites beneath the North Sea.

DNV’s role will extend across the full value chain, covering onshore compression, CO2 conditioning, offshore pipeline infrastructure, and final injection. Its work will focus on validating that each stage meets regulatory and technical requirements before operations begin.

Strengthening oversight in CCS deployment

The Independent Certifier role represents a new layer of governance within the UK’s carbon capture and storage (CCS) framework. It introduces third-party verification to ensure projects adhere to strict safety and operational standards prior to commissioning. This approach reflects a broader push across Europe to reinforce accountability as CCS infrastructure scales up.

DNV’s involvement includes reviewing documentation, assessing system integrity, and confirming readiness for safe start-up. The process aims to provide both regulators and project stakeholders with confidence that the infrastructure can perform reliably once CO2 begins flowing.

Industry projections underscore the significance of such developments. Europe is expected to become a major global hub for carbon capture and storage in the coming decades, with early projects like NEP setting important precedents for design, compliance, and operation.

NEP leadership emphasized that independent certification is essential for ensuring high standards across what is set to become one of the UK’s largest CO2 transport networks. DNV’s experience spans international CCS initiatives, as well as decades of verification work in offshore energy systems.

Beyond project-specific oversight, the company has contributed to technical standards widely used in assessing CO2 transport safety and performance. Facilities such as its Spadeadam research site have also supported testing and validation efforts.

As the UK advances its first wave of CCS projects, infrastructure like NEP is expected to play a central role in reducing industrial emissions at scale while shaping best practices for future developments.
