Morocco And Norway Sign Carbon Market Cooperation Agreement

Morocco And Norway Sign Carbon Market Cooperation Agreement - Carbon Herald

Morocco and Norway have signed a new agreement aimed at strengthening cooperation on carbon markets and accelerating emissions reductions.

The deal was signed by Morocco’s Minister of Energy Transition Leila Benali and Norway’s Minister of Climate and Environment Andreas Bjelland Eriksen.

According to the two countries, the partnership will support renewable energy investments and the development of joint climate projects. Thus, the agreement is expected to expand the use of international carbon market mechanisms under the Paris Agreement.

Partnership Focuses on Article 6 Cooperation

The agreement includes plans to develop projects based on internationally transferable mitigation outcomes (ITMOs) under Article 6 of the Paris Agreement.

These mechanisms are designed to help countries cooperate on emissions reductions while contributing to national climate targets.

According to Morocco’s Ministry of Energy Transition, the partnership aims to strengthen market-based cooperation under Article 6.2 of the agreement.

The two countries also plan to support high-impact climate projects and encourage sustainable investment flows. At the same time, the cooperation is expected to strengthen the role of carbon markets in the broader global decarbonization process.

A Generation-Based Incentive (GBI) program is also being considered as part of the partnership. The initiative is intended to support clean energy production and contribute to further emissions reductions.

The development reflects growing international interest in cross-border carbon market agreements as countries seek new pathways to meet climate targets.
