In a move to fast-track Japan’s carbon dioxide removal (CDR) capabilities, the Japan CDR Coalition has been jointly launched by Mitsubishi Research Institute and Mitsubishi Corporation.
The coalition aims to act as a collaborative hub for public and private stakeholders working to scale carbon removal as part of Japan’s broader net-zero strategy.
Announced for official launch in September, the coalition will serve as a foundation for co-creation among businesses, research institutions, and policymakers engaged in developing and deploying CDR technologies.
Its core mission is to support the realization of a carbon-neutral society by advancing practical CDR solutions, shaping market infrastructure, and building a business environment that fosters demand and investment.
CDR’s Critical Role in Climate Targets and Economic Growth
As Japan intensifies its response to climate change, sectors unable to fully eliminate emissions — such as heavy industry and aviation — must rely on CDR to offset residual carbon. Globally, regions like the US and Europe are investing heavily in CDR innovation, recognizing both its climate impact and potential to drive economic development.
Japan’s GX Promotion Law, enacted in 2023, supports this dual mission by emphasizing the role of green transformation in ensuring energy security, economic resilience, and environmental progress.
The government’s “GX2040 Vision,” published in early 2025, highlights CDR as a key area for regional revitalization and technological leadership.

To position CDR as a viable, scalable sector, Japan must create clear regulatory frameworks and stimulate market demand.
The Japan CDR Coalition will address this by fostering cross-sector collaboration, helping to establish standardized rules, and mobilizing investment into CDR technologies and services.
As the CDR space continues to evolve globally, this new coalition marks a significant step in ensuring Japan keeps pace with international innovation — while laying the groundwork for domestic industrial growth and climate leadership.
