A group of expert IPCC authors convened in Mexico last week to advance the first draft on the 2027 Methodology report on carbon dioxide removal (CDR) and carbon capture, storage, and utilization (CCUS).
In the days between August 11 and 14, 2026, more than 120 IPCC authors gathered in Mexico City to work on the First Order Draft of the 2027 Methodology Report on Carbon Dioxide Removal Technologies, Carbon Capture, Utilization, and Storage (CDR-CCUS).
Currently in preparation by the IPCC’s Task Force on National Greenhouse Gas Inventories (TFI), the report is scheduled for release in 2027.
Its purpose is to support governments in estimating and transparently reporting CO2 emissions and removals associated with CDR and CCUS activities in their national greenhouse gas inventories.
This second Lead Author Meeting for the 2027 CDR-CCUS Methodology Report was hosted by Mexico’s National Autonomous University and backed by the country’s government.
Takeshi Enoki, one of the Co-Chairs of the TFI, commented, “Bringing together expertise from across regions and disciplines is essential to the IPCC process. This meeting is an important step in building a robust scientific and technical foundation for guidance that can be used by compilers of national greenhouse gas inventories.”
The 2027 Methodology Report on CDR-CCUS will cover different pathways
As shared in the release, the report will cover a broad range of technologies and approaches for CO2 removal and carbon capture, storage, and utilization.
In that regard, the 2027 CDR-CCUS Methodology Report will include information on direct air capture (DAC), removals centered around soil and biomass, coastal ecosystem approaches, carbon capture, utilization, and long-term storage, and the creation of durable CO2-derived materials.

Noting that consistent, reliable, and transparent greenhouse gas inventories are essential for informed climate policymaking, Mazhar Hayat, TFI Co-Chair, stated that as CDR and capture approaches expand, TFI’s report will provide up-to-date methods grounded in the latest scientific and technical knowledge.
The 2027 Methodology Report will be prepared in a structured and transparent process that will include multiple stages of review.
The Expert Review of the First Order Draft is planned to open later this year.
