The International Carbon Registry (ICR) has opened a public consultation on proposed updates to four of its core program documents, seeking industry input on revisions intended to strengthen consistency, scientific rigor, and implementation clarity across its ICR Program.
The documents under review are the ICR Requirement Document, moving from version 6.1 to 6.2; the ICR Methodology Requirements, from 3.1 to 3.2; the ICR Methodology Approval Process, from 3.0 to 3.1; and the ICR Definitions document, from 3.2 to 3.3.
The revisions address a broad range of technical areas including project design, additionality, safeguards, leakage, non-permanence, quantification, double counting, risk assessment, validation, and verification.
The update to the Requirement Document clarifies project-level requirements relating to ISO 14064-2 application, methodology hierarchy, uncertainty and conservativeness, and insurance eligibility criteria.
The Methodology Requirements revision introduces more structured standards for scientific and technical evidence, traceability, verifiability, and monitoring, and clarifies expectations for methodology validation by accredited verification and validation bodies.
The Methodology Approval Process update refines the pathway from concept note review through public disclosure, VVB validation, and final ICR approval.
The Definitions document is being updated to align terminology with revised program documents and add terms related to Article 6, CORSIA, ISO 14064-5, registry administration, and project cycle processes.

In parallel, ICR is conducting a targeted consultation with approved validation and verification bodies on proposed updates to its Validation and Verification Specifications, version 3.0, covering how ICR requirements are applied within ISO 14064-3 engagements while preserving VVB professional judgement and compatibility with ISO 14065 accredited procedures.
ICR said it welcomes input from project developers, methodology developers, verification bodies, market participants, investors, buyers, and public authorities.
The consultation was announced on July 12, with a submission deadline of August 12. Comments may be submitted through this consultation form.
