Materials technology company Fortera and global lime manufacturer MLC have signed a development agreement to construct a full-scale commercial manufacturing facility designed to produce more than 300,000 tons of low-carbon ReAct cement annually.

Under the partnership, Fortera will deploy its proprietary ReCarb process to capture industrial carbon dioxide emissions directly from MLC‘s high-calcium lime manufacturing operations, transforming the captured gas into value-added structural cement.

The plant will represent the first commercial-scale deployment of Fortera’s technology, transitioning the process from pilot validation to large-scale industrial manufacturing.

By expanding domestic low-carbon cement output, the facility will help address US supply deficits, where imported material currently accounts for approximately one-quarter of total national cement consumption.

Fortera’s commercial scaling strategy relies on co-locating capture technology at existing industrial facilities, utilizing established feedstocks, supply chains, and distribution networks to lower capital costs and accelerate time-to-market.

ReCarb Process Captures CO2 To Produce ASTM-Compliant Structural Cement

Fortera’s ReCarb process integrates directly with heavy industrial plants, capturing process emissions before they enter the atmosphere and binding them into solid mineral cement.

The resulting ReAct cement product contains nearly 50% captured CO2 by weight while offering performance, economic, and handling characteristics equivalent to traditional cement formulations:

  • Standards Compliance: Fully tested by independent third parties to meet standard ASTM building specifications.
  • Application Flexibility: Formulated to function either as a standalone cement product or blended with standard Ordinary Portland Cement (OPC).
  • Industrial Synergy: Leverages chemical similarities between lime and cement manufacturing to optimize energy efficiency and feedstock conversion rates.

Fortera CEO and Co-Founder Ryan Gilliam emphasized that partnering with established industry leaders like MLC allows the company to rapidly scale output to satisfy existing commercial demand across the 4-billion-ton global cement market.

MLC CEO Paul Hogan added that converting byproduct CO2 into low-carbon building materials offers a practical, scalable pathway to decarbonize hard-to-abate heavy industries while diversifying product lines across construction and infrastructure sectors.
