The Climate Registry and EcoEngineers are set to introduce a strategic framework designed to guide policymakers, regulators, and businesses toward standardized Scope 3 emissions reporting at New York Climate Week.
The joint white paper, titled “Guidance for Developing Carbon Disclosure Legislation: How to Address Supply Chain and Data Quality Challenges,” will be presented on September 25th during the California Climate Leadership Forum.
A panel of experts, including California State Senator Henry Stern, Laith Amin from EcoEngineers, Liane Randolph from the California Air Resources Board, and Reuven Carlyle, will discuss the paper’s findings and address the challenges and opportunities in Scope 3 emissions measurement and disclosure.
The white paper offers a roadmap for legislators and industry leaders to develop regulations that not only capture Scope 3 emissions but also ensure data accuracy and reduce compliance complexity.

“It’s very important for industries to come together and figure out how they’re going to collect data in the same way and report information in the same way. That standardization, in addition to the technology, is going to bring clarity and trust in this information that’s reported, and it is also going to avoid a huge proliferation in compliance costs,” Amin said.
“The white paper is really a blueprint for how you could put these important components together to develop the capability to efficiently and dependably report on Scope 3 emissions.”
Amin explained the role of blockchain technology in the proposed solutions for supply chain emissions reporting, stating that its use would allow for the retention of certain confidential information and for disclosures to be made by each actor in the supply chain conditionally according to commercial agreements.
