The European Commission has initiated a four-week consultation on a draft delegated act that establishes a methodology for assessing the emission reductions achieved by low-carbon hydrogen and fuels in the EU.

This act is a crucial component of the revised EU hydrogen and gas market legislation, which became effective in earlier this year.

It complements existing regulations for renewable hydrogen and renewable fuels of non-biological origin (RFNBOs) by adopting a consistent approach to life cycle greenhouse gas emissions assessment.

Low-carbon fuels play a vital role in reducing emissions and promoting renewable energy adoption.

The methodology for calculating their emission savings, as mandated by the Hydrogen and Gas Market Directive, will be aligned with the methods used for RFNBOs and recycled carbon fuels (RCF). The directive also incorporates criteria such as carbon capture rates and methane leakage.

The EU’s hydrogen and gas decarbonization legislation, published in July 2024 and effective since August 2024, requires the Commission to define low-carbon hydrogen within a year.

EU member states have until August 5, 2026, to integrate these rules into their national laws.
