The European Commission has launched the CBAM Portal for Third-Country Operators of Installations (O3CI), a pivotal step in the implementation of the Carbon Border Adjustment Mechanism (CBAM) Definitive System.

The portal is now accessible as of January 1, enabling non-EU operators to engage with CBAM requirements efficiently and securely.

Key functionalities include applying for registration as an operator with the Commission, submitting detailed information about installations, communicating emissions-related data, as well as sharing operator, installation, and emissions data securely with EU Declarants via the CBAM Transitional Portal.

It will also allow operators to provide data on carbon pricing paid in their country of origin to the Commission and EU National Competent Authorities (NCAs).

Thus, the portal serves as a vital interface between non-EU operators and the European Union’s climate compliance framework.

To access the portal, third-country operators must log in via the EU Login system and submit access requests for Commission approval.

This milestone aligns with the EU’s commitment to ensuring the seamless implementation of CBAM, which aims to address so-called ‘carbon leakage’ and promote global decarbonization efforts.

Carbon leakage happens when EU-based companies shift carbon-intensive production to countries with less stringent climate policies than the EU, or when EU products are substituted with imports that have a higher carbon footprint.

By facilitating the secure exchange of emissions data and carbon pricing information, the O3CI portal strengthens transparency and compliance under the CBAM framework.
