At the COP30 Leaders Summit, world leaders endorsed sweeping commitments to reshape the global energy and climate finance landscape with three major initiatives: a pledge to quadruple sustainable fuel use by 2035, the formation of a new carbon market coalition, and a $5.5 billion forest protection fund.

The summit was held on November 6 and 7, setting the tone for formal negotiations starting today as part of the 30th United Nations Climate Change Conference in Belém, Brazil.

Under the so-called Belém 4X Pledge on Sustainable Fuels, 19 countries—including India and Japan—agreed to boost the production and deployment of sustainable fuels such as biofuels, biogas, hydrogen and e-fuels across aviation, shipping, road transport and heavy industry. The aim is to hit four times the 2024 baseline by 2035.

In parallel, Brazil spearheaded the launch of the Open Coalition on Compliance Carbon Markets. More than a dozen signatories—among them the EU, UK, China and Canada—committed to harmonizing carbon market rules, aligning reporting standards and exploring border adjustment mechanisms for emitters outside the club.

“Carbon markets can become important sources of public revenue, but they will only gain scale if countries move towards common parameters,” Brazilian President Luiz Inácio Lula da Silva was quoted as saying by Reccessary.

Meanwhile the new Tropical Forests Forever Facility (TFFF) was launched with an initial $5.5 billion in pledges, including $3 billion from Norway and $1 billion each from Brazil and Indonesia.

The fund is designed to pay tropical forest nations—at least $4 per hectare yearly—to keep forests standing via a bond-style investment model with major private sector participation.

These three initiatives aim to position Brazil as a climate finance innovator and frame COP30 as an action-oriented summit rather than a stage for statements alone.

However, questions remain whether these bold pledges will translate into measurable progress — and whether safeguards against deforestation, land-use impacts from biofuels, and carbon market loopholes will hold.
