At COP30 in Belém, the International Emissions Trading Association (IETA) and PwC unveiled the 2024/25 GHG Market Sentiment Survey, capturing insights from 143 IETA members across the world’s carbon markets.

The results point to a cautiously optimistic outlook, anchored in stronger confidence in Article 6 of the Paris Agreement and a sharpened focus on market integrity and implementation.

While last year’s exuberance has eased, expectations for long-term growth remain firm. Respondents foresee continued expansion of emissions trading systems (ETS) and closer global alignment under Article 6.

Europe’s policymakers are debating timelines for integrating carbon removals and managing costs, while ETS programs in China, Korea, and Vietnam steadily broaden their coverage. Across Latin America and Africa, progress is uneven but trending toward greater domestic carbon pricing.

The voluntary carbon market, meanwhile, is entering a phase defined by quality and trust. Tighter standards and clearer governance are restoring confidence after years of volatility. Despite softer average prices in 2024, respondents expect steady gains through 2030, driven by high-integrity credits and compliance demand.

Overall, the survey portrays a carbon market in transition—more disciplined, transparent, and aligned around integrity as the foundation for sustained global growth.
