Climate Bridge International (CBI) has entered into a new advisory partnership with Saudi Arabia’s Regional Voluntary Carbon Market Company (VCM), a move aimed at speeding the development of carbon projects in the Kingdom and in other emerging markets.
The collaboration pairs CBI’s project development expertise with VCM’s expanding market infrastructure as Saudi Arabia works to establish a transparent and high-integrity voluntary carbon market.
VCM, created by the Public Investment Fund and the Saudi Tadawul Group, has been tasked with building the platforms and institutional architecture needed to scale climate-related transactions.
Under the agreement, CBI will support project origination, structuring and delivery, working alongside VCM’s advisory and climate finance capabilities.

The partners intend to increase the supply of credible credits while bolstering market confidence as Saudi Arabia expands its role in global climate solutions.
CBI draws on the technical experience of Climate Bridge Group, one of China’s longest-standing independent developers, to extend an asset-light model into new regions.
The group has participated in more than 500 projects and transacted over 100 million metric tons of verified reductions and removals.
CBI is also supported by Singapore’s Economic Development Board through a grant aimed at strengthening early-stage Article 6-aligned project pipelines across Southeast Asia, Africa and the Middle East.
“Our work with VCM is about combining strengths – its market-building role with our project development expertise,” said Alvin Lim, CBI’s chief executive.
“Together, we can help shape a new generation of carbon projects in Saudi Arabia and beyond that are technically robust, investment-ready, and aligned with the highest integrity standards,” he added.
Fadi Saadeh, VCM’s acting chief executive, said the partnership will help accelerate “high-integrity climate solutions in Saudi Arabia and beyond.”
The collaboration comes as Saudi Arabia expands its network across Asia and builds on the launch of its first carbon credit exchange in late 2024, part of a broader push to position the Kingdom as a regional hub for credible decarbonization activity.
