Polish energy group ORLEN, alongside 13 major energy producers and industrial organizations from Northern and Central Europe, has established the Baltic Energy Initiative to strengthen regional energy security, competitiveness, and clean tech development.
The cross-border alliance brings together 14 entities spanning Poland, Finland, Sweden, Denmark, Germany, Lithuania, Latvia, Estonia, and Norway.
Signatories to the agreement include ORLEN, Orsted, Fortum, Siemens Energy, Topsoe, DNV Energy Systems, Eesti Energia, Enefit, KN Energies, Adven, Steady Energy, P2X Solutions, Latvenergo, and Gasgrid Finland.
The coalition will function as an integrated platform for pooling capital, engineering expertise, and project management capabilities to accelerate multi-national energy infrastructure developments across the Baltic Sea region.
ORLEN CEO and President Ireneusz Fąfara emphasized that cross-border collaboration across European corporate balance sheets is necessary to manage energy transition complexities, secure funding, and ensure long-term regional resilience.
Strategic Scope Encompasses Carbon Management, Hydrogen, And Offshore Assets
The alliance targets joint project development across several core technological domains, including offshore wind generation, LNG/bioLNG market integration, regional hydrogen transport, carbon capture and storage (CCS) supply chains, and small modular reactors (SMRs).
Within the carbon management sector, the initiative focuses on building out shared CO2 transport and geological storage networks capable of linking regional industrial emitters with North Sea and Baltic storage hubs.

The coalition will also coordinate efforts to secure direct capital grants and debt financing through European Union funding instruments and international financial institutions.
Beyond technology deployment, the Baltic Energy Initiative establishes a framework for joint advocacy, giving member companies a unified voice to shape EU-level regulatory frameworks and market support mechanisms.
Additionally, the partnership prioritizes critical infrastructure protection, establishing technical working groups to share best practices regarding cybersecurity, emergency preparedness, and physical threat mitigation across shared cross-border energy networks.
